Depending on the enemy's navy, they may not be able to set sail unless you establish naval superiority with your own fleets, but you'll want to have your navy in the area anyway if the enemy has any navy at all nearby since troop convoys are as easy as any convoy to sink.ītw, there's a Transports tech at the bottom of the Naval technology screen (where you research destroyers, carriers, and other ships) that determines how big your invasion can be. They'll prepare the invasion for a few weeks and then set sail to invade the targeted provinces (don't forget to press the arrow to activate the plan). You have your dockyards build convoys (the major countries generally start with enough) and then you select an army, select the Naval Invasion mission (it's the button to the left of setting up fronts), click on one of your provinces with a port to set that as a staging area where your men will gather, and then right-click on the target provinces and hit Enter.
